Yes, the same developer token can be used with another MCC or multiple MCC's which are not linked to the first MCC. That being said, you’ll need only to authenticate API requests with OAuth2 credentials using the email with the appropriate access to the accounts (customer_id) you will specify in your requests. Please make sure you use the correct login-customer-id that you used to generate the OAuth2 credentials. You may note that the developer token does not dictate if a user can access Google Ads accounts. It is via the OAuth2 credentials that accounts are accessed (get or manage data). Please make sure as well that you use the correct login-customer-id. You will need to specify the MCC / manager account ID if the user / email address used to generate the OAuth2 credentials is associated with the MCC / manager account.
