Hi,

I replicated your issue in the UI, the higher the number of 'total universe of 
possible impressions' there is the lower the percentage on aggregate should be, 
and the percentage is too high based on the minimum case of having  27690 
impressions.

The Ads API attempts to provide the functionality that is presented in the UI, 
if the UI has an issue then the API will also have the same issue. I can only 
suggest you bring this to product support to resolve this.
