I was following the instructions in this document <https://developers.google.com/google-ads/api/docs/mutating/best-practices> when implementing the code and it says that "GoogleAdsService.Mutate supports temporary resource names". I didn't experience the same issue when using temporary Ids with other objects, such as Ad Groups, Campaigns, etc. So I suspect it might be an issue in the GoogleAdsService.
