Kindly note that first you’ll need to create a campaign before language campaign criteria. Here is the guide you can use as reference for the criterion IDs you can use for targeting languages. In the AdWords API, you can use the CampaignCriterionService and you can check this example as to how. In the Google Ads API, you may also use the service CampaignCriterionService.MutateCampaignCriteria and this guide for targeting languages.
