Regarding the error, the 30000 criterion ID and the other device/platform criteria are already being targeted by default when you create your campaign. That said, you no longer need to ADD them via an API request. You can however, setup and adjust bidding for the said criteria (see CampaignCriterion.bidmodifier). I hope this helps.
