You can find the currency of the account in https://developers.google.com/google-ads/api/reference/rpc/v8/Customer#currency_code. ; If you're talking about the account budget amount, I think you may be referring to https://developers.google.com/google-ads/api/reference/rpc/v8/AccountBudgetProposal?hl=en#proposed_spending_limit_micros. You propose the spending limit and that sets it for the account budget. As for the start date and time, that it usually also done in the account budget proposal; that is similar to the Account Budgets tab in the UI. You can also set it for the billing setup if you wish just like you see in the Billing Transfer tab of the UI.
