You may get the list of users with access to an account so that you can manage the user access. You can refer to this API documentation. As for your requirement, you can first retrieve your account hierarchy using this guide. For each sub-account returned, you can query a specific user if it exists already in one of the accounts. If the user does not exist, then it would mean that they do not have an account yet. You can then create a new account as per this API documentation. Later on, once your users have account, then you run the listAccessibleCustomers (or any API service) to look up accounts In addition, as a Google Ads admin, you can manage user access invitations to a Google Ads account with this guide.
