The smart setting "action" you are looking for does not appear to be available at the moment. In this guide you can find the settings that are possible currently in the API. That said, so I can pass a feature request to our team, could you share the complete Google Ads UI screenshot where the said "action" setting can be viewed? You may send the requested information using the Reply privately to author option, or directly to our googleadsapi-supp...@google.com alias instead.
