Local campaigns aren't supported in the AdWords API. However, they are supported in the Google Ads API. As for your question on (the total amount of cost at the account level should include the cost accrued by them, or am I mistaken?), in the AdWords API's perspective, if a certain campaign type isn't supported, then the metrics associated to that type isn't also included. In addition to that, since the AdWords API is due to sunset next April, it is recommended for users to upgrade to the new Google Ads API.
