Hi Yoshie,

You can create your CustomInterest first using the CustomInterestService. 
Afterwards, using the AdGroupCriterionService, you can create the ad group 
criterion by specifying the resource name in the CustomIntentInfo.

Regarding the issue with the PHP code, if you are encountering issues accessing 
the getters/setters or methods, I would recommend that you reach out to the PHP 
client library owners instead, via this link, as they are the more appropriate 
team to provide guidance on code/client library level concerns.
