You could use the KeywordPlanService.GenerateHistoricalMetrics to generate the historical metrics specific to the targeting options selected, including geographies, network, etc. The MonthlySearchVolume is the counterpart for TARGETED_MONTHLY_SEARCHES returned from TargetingIdeaService via the AdWords API. Please refer to this guide on how to generate historical metrics via the Google Ads API.
