By iOS/Android campaigns, could you confirm if you are referring to App Campaigns? If yes, devices are also automatically targeted by default when a campaign is created, so your app campaigns should have them as well by default. As for adding other campaign criteria, you can refer here for the supported criteria types than can be added to your campaign. Let me know if this is what you're looking for.
