I would like to inform you that I am going to delete your initial post as it 
contains API logs. For providing information, I would suggest using Reply 
privately to author option for privacy purposes.

Moving forward, upon checking the provided logs, I can see that you've set the 
customer ID of a client customer account. This is the possible why the error 
occurred, you should not use a client account in API header if you are planning 
to create a client account. You will need to set the customer ID of a MCC 
account instead and retry the API request.

If the issue persists or encounter any issues, you can provide the complete 
SOAP request and response logs generated on your end via Reply privately to 
author option.
