Hi, Thank you for reaching out. Once you click the Google Ads manager accounts page you would be given options to login to the existing accounts or create a new account. Please select + NEW GOOGLE ADS ACCOUNT to create a new test manager account. If you encounter any problems creating a new client customer account under the test manager account, you could create it via API by referring to this code example.
