Thanks for posting your concern.

You can use UserListService.GetUserList request as one of the fields that will 
be returned by this method is account_user_list_status, which specify the 
status of audience list, especially if it is 'DISABLED'.

Additionally to the current report that you are using, you may explicitly 
filter it with user_list.account_user_list_status = DISABLED.

In an event that either of the said suggestions will not return disabled 
audience list, then please provide the customer ID and complete request and 
response logs with request ID to investigate? You can provide it via Reply 
privately to author option.
