On the AdWords API perspective, it will take 6 to 12 hours for a list to be populated with members. However, since the member list of your audience is still zero after more than 13 hours since you've uploaded the data, could you provide the complete SOAP request and response logs together with the customer ID so our team can investigate? You can provide the requested information via Reply privately to author option.
