With Google Ads API, Google will is applying different Terms & Conditions
therefore you will have to sign a different T&C.
You won't find this in Google Console but in the Google Ads API - just
follow the link in the error message.
If you have multiple accounts: make sure you log in to the MCC containing
the developer token. And log in with an account that has administrative
permissions.
Pro tip: you may want to take a copy of those T&C, after agreeing you can
no longer access it! At least it's gone in the MCC where I agreed...
