Hi Bryan,
Yes, I am using a service account and must continue to use a service 
account to make an api call to Google Ads, 
I have made sure to get basic access on my manager account and I followed 
the instructions here :
https://developers.google.com/google-ads/api/docs/oauth/service-accounts

The error that I am getting is below:
