Hi Matthew, Thank you for reaching out. Unfortunately, you cannot make any changes to entities belonging to a removed campaign, so deleting them would not be possible via API. There is no way to bypass the OPERATION_NOT_PERMITTED_FOR_REMOVED_ENTITY mechanism since this is in place to check the system's integrity.
I suggest selecting only active campaigns and ad groups when trying to run update requests in order to avoid this error. Let me know if you have additional questions.
