Hi Abhinav, Thank you for your patience. I have received some updates from my team. It turns out there was some confusion and that the AdWordsUserListService actually does not support partial failures. However, the Google Ads API UserListService does support partial failures. Unfortunately, it is currently not possible to add members to a user list using the Google Ads API however there is an existing feature request for this so I would recommend keeping an eye on our Developer Blog for information on future releases.
