Thanks for reaching out! Yes, you can get test data via AdWords API, but keep 
in mind that impressions or cost data will often be zeroed out in reports 
because test accounts do not serve actual ads. Upon looking at your post 
request, it looks like you did not enter the following required fields:

Authorization
developerToken
clientCustomerId

Did you ensure that you have followed all of the steps mentioned in this guide 
for making a proper API request? If you have followed the guide and are still 
experiencing issues, please provide your CID as well as the complete detailed 
request and response so that I can further investigate. When providing this 
information, make sure that you "Reply privately to author."
