With regards to your concern about the to create gmail ads and expanded text ads under the same campaign type, currently its not possible because you can only create gmail ads in a gmail campaign but gmail campaigns don't support expanded text ads. So I would recommend keeping an eye on our Developer Blog for information on future releases.
