Hi Frederick, This is a difference in behaviour between the AdWords API (which corresponded to the AdWords UI) and Google Ads API (which corresponds to the Google Ads UI).
In the old UI (which was sunset) and in AdWords API, these metrics aren't populated when the campaign associated with the ad group is budget constrained. In the new UI and Google Ads API, there is no logic to blank the metrics in the case of having a budget constrained campaign. I'm not sure yet as to whether this difference in behaviour is as expected, or is a missing gap in the new UI. I'll check with the relevant teams.
