I am having the same issue here.
service = adwords_client.GetService('ManagedCustomerService')
selector = {
'fields': ['CustomerId']
}
data = service.get(selector)
AuthorizationError.CUSTOMER_NOT_ACTIVE
We are using an MCC account and it is active. Not sure why it does not
simply list the connected customer ids.
