With regards to your concern, AdWords API uses a different back end (server) to generate keyword ideas, so there might be some skew between the suggestions you see from the API and Keyword Planner in the UI. The API also automatically filters branded keywords, which also results in a difference. Please refer to this guide for more details on why do the TargetingIdeaService results differ from those of the Keyword Planner tool. If you still have issues, could you please share the complete request and response logs along with the client customer id for me to take a look into this further?
