I've verified all the things you asked for. They are all as I expect them. Furthermore, if I hadn't enabled forwarding numbers, then how would Google match any conversions at all? I am seeing numbers for conversion numbers and volume, just not the right ones. I can also successfully get error messages when sending phone numbers Google hasn't matched, which tells me that Google *has* matched phone numbers when I send and don't get an error message. So I would be very surprised if it's something about not setting up forwarding numbers.
