The UI and API often have different features and functionality. I appreciate 
you providing this feedback, which I can pass along as a feature request to 
make this easier via API.
You are on the right track here, as removing and recreating the tree is the 
recommended approach. Would you please select the Reply privately to author 
option, and share your SOAP logs so that we can look further into the issue.
Per this answer, the best approach for updating a subdivision and its decedents 
is to delete the root node of the sub-tree and re-upload the entire sub-tree.
