For your convenience, you can use this sample code for Java (sample code for retrieving targeting ideas is also available to other client libraries) as it will include the search volume of keywords in the response. However, you may sometimes experience the 'RateExceededError' error when using the TargetingIdeaService as this service behaves differently as compared to other services of the AdWords API. The overall count for the usage of this service is counted against all accounts using the service at a given time. When the volume is too high during that period then users should encounter the RateExceededError at the rateScope=ACCOUNT. If you will encounter the error, the only workaround for this issue is to retry your request after some time until the usage volume has gone down.
