To increase or decrease your bids depending on the existing bid you could use mutate operation of AdGroupBidModifierService/CampaignBidModifierService to update bid_modifier field at adgroup or campaign level in Google Ads API. You could try to implement percentage increase and decrease in bid modifier on your end. It is not possible to get these values from API. Let us know if you need additional information.
