Setting of bid is available in Google Ads API. Same in AdWords API you
could set the bid at AdGroup

or AdGroupCriterion
<https://developers.google.com/google-ads/api/reference/rpc/google.ads.googleads.v1.resources#google.ads.googleads.v1.resources.AdGroupCriterion>
