You can pause the campaign using the CampaignService.mutate()
<https://developers.google.com/adwords/api/docs/reference/v201809/CampaignService#mutate>
operation. But, using the API, it may not be able to possible to identify
when your budget is used up in real time. You could take a look at the
Alerting
Framework for AdWords demo application
<https://github.com/googleads/adwords-alerting> to see if you are able to
setup the alert when your budget is used up. This is an open-source Java
framework for large-scale AdWords API alerting which is based on the Java
AdWords API client library
<https://github.com/googleads/googleads-java-lib>.

details. If so, you can have a logic to pause the campaigns via the API
