It is currently not possible to do a mutate operation and create the 
SimilarUserList through the API. The SimilarUserList 
<https://developers.google.com/adwords/api/docs/reference/v201809/AdwordsUserListService.SimilarUserList>
 will 
be automatically created by Google for each user list depending on various 
factors. This process may take up to four days starting from when the 
source list was created. You will be able to use API to find all the 
available Similar User Lists. Please check this section 
<https://developers.google.com/adwords/api/docs/guides/remarketing#similar_audiences>
 of 
the guide for more information.

*=> I have seen this list but it is different with what I see (in the 
screenshot) so I ignored it. Do them map together? E.g: "90%+" (in the CSV) 
is "Top 10%" (on the web UI), "80%-90%" is "11%-20%", etc.? *
The Income range criteria will map with the corresponding income 
percentiles listed here

I was not able to add the income criteria through the API. I'm checking 
this internally with the team. I will keep you posted on further updates 
regarding this.

 into 
AdGroup. What I want is replicating the search function (the 3rd 
screenshot) in my web service. So the question is if my user enters a 
keyword in my site, is there any API I can use to get the list of criteria 
corresponding the keyword? *
I'm afraid, it is currently not possible to achieve this through the API.
