Hi Michele, You can create test accounts under a test manager account only. You could refer to this guide <https://developers.google.com/adwords/api/docs/guides/first-api-call#create_test_accounts> on how to create test accounts.
For the credentials concern, if you are pertaining to OAuth2 Credentials <https://developers.google.com/adwords/api/docs/guides/authentication>, I am afraid that you cannot use the existing OAuth2 Credentials of your production account to your test account. You have to generate a new set of OAuth2 Credentials using the email of your test manager account.
