Hi Yana, As you have stated, the account 677-390-5764 is a MCC account and 235-894-7710 is a non-manager account. To get a list of BillingAccounts that client 235-894-7710 can use, you will need to call getBillingAccounts() by authenticating as MCC id: 677-390-5764. Regarding the 'Bitbounce letter' that you received, I believe it is a third party and is not part of AdWords API Forum.
