Hi, You can create a new account via the API using ManagedCustomerService. Sample code in java is available here <https://github.com/googleads/googleads-java-lib/blob/master/examples/adwords_axis/src/main/java/adwords/axis/v201809/accountmanagement/CreateAccount.java>. For other programming languages, please refer here <https://developers.google.com/adwords/api/docs/clientlibraries>. However, to set the Remarketing account to 'This manager', you will need to do manually via the UI <https://support.google.com/google-ads/answer/6123188> as it is not supported via the API.
