Hello, The ACTION_NOT_PERMITTED <https://developers.google.com/adwords/api/docs/reference/v201809/AdGroupCriterionService.OperationAccessDenied#reason> error is caused by unauthorized invocation of a service's method (get, mutate, etc.). Since Parallel Tracking is required for all the accounts from Oct 30, 2018 you will not be able to make any changes to this field. Can you try the API call again by removing the customer.setParallelTrackingEnabled( false); or you can set the customer.setParallelTrackingEnabled(null); and retry the request?
