Hi Lei,

If you already have a video uploaded via the UI, you can get the media id 
associated with the video using the MediaService.get() 
<https://developers.google.com/adwords/api/docs/reference/v201806/MediaService#get>
 
and you may need to check for the media type Video. To get the media 
associated with UAC campaign, you could use the CampaignService.get() and 
look for the youtubeVideoMediaIds and imageMediaIds in 
UniversalAppCampaignSetting the Let me know if you have any further
