You may use your youtube users email addresses to create a CrmBasedUserList <https://developers.google.com/adwords/api/docs/reference/v201809/AdwordsUserListService.CrmBasedUserList> (you may refer to this link <https://developers.google.com/adwords/api/docs/guides/remarketing#customer_match_with_email_address_address_or_user_id> on how do a customer match works). With regards to code examples, you can refer to this link <https://developers.google.com/adwords/api/docs/guides/remarketing#code_examples> for a full demonstration on how to add members, correctly normalized and hashed.
