Hello, Your understanding is correct. The attributes inviteeemail <https://developers.google.com/adwords/api/docs/reference/v201806/ManagedCustomerService.ManagedCustomerOperation#inviteeemail> and inviteeRole <https://developers.google.com/adwords/api/docs/reference/v201806/ManagedCustomerService.ManagedCustomerOperation#inviteerole> are only supported for ADD operation. You will not be able to add new users to an already existing account. Please check the linked documents for reference.
