Hi, If you have used this test account application form <https://adwords.google.com/um/Welcome/Home?a=1&sf=mt&authuser=0#ta>, then what you have created is indeed a test account. To verify this, I would recommend that you revert to the old AdWords UI. Doing so should let you see the red "This is a test account!" badge <https://developers.google.com/adwords/api/docs/guides/first-api-call#test_vs_production_accounts>. Let me know if this helps.
