Hi Sam, Campaigns can have a total limit of 10,000 and the "REMOVED" entities do not count in the account limit as stated in this guide <https://support.google.com/adwords/answer/6372658?hl=en>. The error EntityCountLimitExceeded.ACCOUNT_LIMIT you are encountering could be of many reasons. You could check this guide <https://developers.google.com/adwords/api/docs/appendix/limits> for the possible reasons on why you are encountering this error. You would have to clean up your account depending on each entity limit that you think might have already exceeded.
