Hello Alexey, If you're looking to create an AdWords Manager account (MCC) through the API, it is currently not possible to do so. It is only possible to create client accounts using the ManagedCustomerService.mutate() <https://developers.google.com/adwords/api/docs/reference/v201802/ManagedCustomerService#mutate> operation.
