Hi, It seems like the AdWords account you created was a production client account that is why you cannot see the AdWords API Center page. You could only get the developer token using an AdWords production manager account. You may sign up for an AdWords manager account if you haven't done so by following this guide <https://developers.google.com/adwords/api/docs/guides/signup>. Once the sign up was complete, you may look for your developer token on the AdWords API Center of the manager account that you created. Let me know if you have further clarifications.
