Hi, You will need to create a Test manager account and then create test client accounts. All client accounts created under the test manager account will be automatically marked as test accounts. Please refer this section of guide <https://developers.google.com/adwords/api/docs/guides/accounts-overview#getting_started_with_test_accounts> for the steps and let me know if you have any further questions.
