Hello, It looks like these Criterion IDs are not available in the Geo targets table. It is currently not possible to map these location IDs to the exact location through the AdWords API. It is possible that these IDs correspond to the restricted regions or the DMA regions. If its DMA region, you will need to contact The Nielsen Company directly for DMA data.
