Hi Abhishek, You could use the CampaignCriterionService.mutate <https://developers.google.com/adwords/api/docs/reference/v201802/CampaignCriterionService#mutate> and set the BidModifier <https://developers.google.com/adwords/api/docs/reference/v201802/CampaignCriterionService.CampaignCriterion#bidmodifier> attribute to modify the bid value. You can check this <https://github.com/googleads/googleads-java-lib/blob/master/examples/adwords_axis/src/main/java/adwords/axis/v201802/campaignmanagement/SetBidModifier.java> sample java code to set the campaign level bid modifier.
