Usually, if you find that the total cost of all campaigns is greater that the spendingLimit <https://developers.google.com/adwords/api/docs/guides/budget-order#spending_limits_and_adjustments> of the active budget order, you can consider the budget order to be exhausted or nearly exhausted. Please note that this doesn't take into account overdelivery credit <https://support.google.com/adwords/answer/6327?hl=en>.
