Usually, if you find that the total cost of all campaigns is greater that the spendingLimit <https://developers.google.com/adwords/api/docs/guides/budget-order#spending_limits_and_adjustments> of the active budget order, you can consider the budget order to be exhausted or nearly exhausted. Please note that this doesn't take into account overdelivery credit <https://support.google.com/adwords/answer/6327?hl=en>. If you are referring the values from AdWords UI or looking for the values from activity_report which is downloaded from AdWords UI, I would recommend to post your questions on AdWords Community forum <https://www.en.advertisercommunity.com/t5/Google-AdWords/ct-p/Google_AdWords#>.
