Hi, You will be fine using account 1's developer token, but just as a initial step, you would need to set up authorization through OAuth2 <https://developers.google.com/adwords/api/docs/guides/authentication> to enable your AdWords API client app to access account 2. After that, you will be able to create reports <https://developers.google.com/adwords/api/docs/appendix/reports/campaign-performance-report> and manage AdWords Accounts <https://developers.google.com/adwords/api/docs/reference/v201710/ManagedCustomerService> via the API.
