Hello Pradeep, I'm afraid, it is not possible to set the Campaign goals through the API. You will be able to select this through the web interface. However, all the marketing strategies to manage website traffic can be implemented through the API like Remarketing <https://developers.google.com/adwords/api/docs/guides/remarketing>, Bidding <https://developers.google.com/adwords/api/docs/guides/bidding> and Targeting <https://developers.google.com/adwords/api/docs/guides/location-targeting>.
