If so, you can refer to the guide to setup the API access on behalf of your clients (web-flow) <https://github.com/googleads/googleads-java-lib/wiki/API-access-on-behalf-of-your-clients-(web-flow)>. Once you have the OAuth setup properly, you should be able to access the client's account via the API. If the client is looking for a means to add you as a user on the account, they could refer to this guide <https://support.google.com/adwords/answer/6372672?hl=en&co=ADWORDS.IsAWNCustomer=false> to do that via web interface.
You can use ManagedCustomerService.MutateLink <https://developers.google.com/adwords/api/docs/reference/v201710/ManagedCustomerService#mutateLink> to manage the link between accounts. This <https://developers.google.com/adwords/api/docs/guides/accounts-overview#managedcustomerservice> guide describes various scenarios with code snippets.
